You take charge of a region after a war, tasked with restoring stability while an insurgency threatens to take control. Your role is to govern, not simply defeat an enemy: civilian support and security both affect whether your administration can succeed.
Spend limited funds on services and development initiatives while directing military units to respond to insurgent activity. Choose where to invest, manage pressures such as corruption and public support, and adapt your deployments as the situation changes. Governors offer different abilities that can shape your approach.
Play individual regions, link operations in a campaign, or take on scenarios and weekly challenges. Multiplayer includes cooperative play, in which partners stabilise separate regions, and versus matches, where one player leads the insurgency. Custom scenarios can also be created and shared.
Players who enjoy the game often point to the demanding balance between civilian development and military action, and the planning needed to manage a changing crisis. Some also appreciate the challenge and the added variety from governors, maps, campaigns, and scenarios. Recurring criticisms describe runs as repetitive, with similar strategies across maps; other players find insurgent behavior and difficulty unpredictable or feel that choices have too little impact.

Work to defend the ‘Azure Dam’ from the Insurgency, or develop unique new strategies to counter the drug trade in ‘Opium Fields’.
8 unique governors - Each one with radical new abilities to master. Choose the ‘Economist’ to receive an entire year’s income in one go or the ‘Warlord’ to train a personal militia. Field an army of heavy armour with the ‘Tank Commander’, or tap into the black-market with the ‘Smuggler’.
