You take the role of a navy’s Grand Admiral, overseeing campaigns that begin in 1890, 1900, 1920, or 1935 and can continue through 1970. Choose from several nations and guide their fleets through shifting political tensions and naval technology.
On monthly strategic turns, manage the naval budget, respond to government decisions and historical events, research new technology, and monitor rival navies. Design and build ships for different roles, then maintain and deploy your fleet; you can also construct coastal defenses and airbases.
When war breaks out, battles are resolved through a tactical naval system. The fleet’s tools and threats change over time, from early warships to battleships, aircraft carriers, submarines, aircraft, and missiles, making ship development and naval operations part of a long technological progression.
