Manage officers and detectives across shifts, then send them to emergencies and other assignments. Staff skills and availability affect your choices, while successful calls can build experience and failures can cost you personnel or resources.

Investigations have detectives gather evidence for you to piece together, while story events ask you to deal with the mayor, criminal groups, and other city powers. Choices shape how Jack handles these pressures as you work toward your financial goal.
