You take the role of an emergency dispatcher, answering calls and working out what is happening through dialogue choices. Depending on the situation, you can give callers first-aid instructions, offer advice, identify a prank, or send help.
Incidents appear across a city map, and you direct police, firefighters, and paramedics to respond. Calls and emergencies can overlap, so you must choose which cases to prioritize and send units suited to the situation.
Before shifts, you can organize teams and assign staff, vehicles, and equipment. Career mode spans six cities with distinct events, while Free Play lets you select a city map to download and play on; career progression includes managing limited resources as demands increase.
Players who enjoy 911 Operator often point to its unusual dispatcher role and the pressure of deciding what to ask, what guidance to give, and which limited units to send. Reviews also praise the varied caller situations, real-city maps, atmospheric audio, and first-aid information. A recurring reservation is that calls and incidents can start to feel repetitive over time.
