You play a newly arrived immigrant in 1920s Atlantic City, rising through the criminal hierarchy by building a gang and expanding its influence. The campaign follows your effort to establish a crime syndicate amid rival gangsters and law enforcement.
From a city overview, you plan your operations, grow illicit businesses, gather intelligence, and compete for territory. Recruiting gang members gives you a crew to support your expanding operation.
Dangerous jobs lead to turn-based tactical battles, where positioning, cover, and stealth matter. You can develop your characters and manage their equipment as you progress through campaign missions.
