Draw building cards and place them on a grid to expand the city. Building types provide different faction resources, and arranging buildings into particular shapes can add bonuses. Events present dilemmas whose outcomes can favor one faction over another.
At regular intervals, the city’s factions demand resources; if you cannot meet a faction’s costs, the run ends. You can begin another run with new buildings and upgrades unlocked through progress, while story objectives carry on across attempts.

A city is a living organism, where something is always happening that requires your attention. Where do you put up fire victims? What do you do with the gang that has taken control of some districts? Factions will offer their solutions, but it's up to you whether to follow them or advance your own agenda.
