You play as a mechanical pigeon drone sent to spy on citizens in a city hostile to birds, amid a satirical conspiracy about the government's avian surveillance program.
Fly around the city to explore and surveil, then complete missions by scanning or photographing people, interacting with objects, using cover, and sabotaging conspiracists. Dropping poop on people is one way to disrupt them.
A series of short missions includes causing trouble for the anti-bird mayor. Exploring and completing quests can also turn up collectibles that unlock hats for your pigeon.
