RIOT: Civil Unrest puts you in command of either police units or protest crowds during riots based on real-world confrontations. Scenarios set objectives such as holding ground or moving toward a designated point.
As police, you direct different squads, arrange formations, and use crowd-control equipment and vehicles. As protesters, you organize armed and passive groups, journalists, and crowd actions—choosing whether to hold position, advance, retreat, or escalate.
The game includes four campaigns, standalone scenarios, single-player and same-computer versus modes, and an editor for building and sharing custom riots. In Global mode, how you handle one level can influence how willing the opposing side is to use violence in a later level; performance also factors in public opinion.
Players who enjoy the game often value its unusual focus on riots, the chance to play both sides, and its pixel-art depiction of crowds and confrontations. Historical scenarios and the level editor also appeal to some players. Others find the controls and mission feedback frustrating, and report bugs that can disrupt play.
