In 2010, a shooting in Kamurocho draws four men into a web of yakuza and police intrigue: Shun Akiyama, a moneylender; Taiga Saejima, an escaped prisoner; Masayoshi Tanimura, a detective; and Kazuma Kiryu. Their separate storylines gradually intersect.

Play through each man's chapters, exploring Kamurocho's streets, rooftops, and underground areas. Fights use real-time beat-'em-up combat, with each protagonist bringing a distinct style and abilities.

Earn upgrades to develop each fighter, and take on character-specific side stories and activities alongside the main plot. Optional diversions include minigames, a hostess club, and training fighters for arena bouts.
